Message propagation refactoring

Refactor the changes from 14.09.2018, including

Message class should have a metadata property to store all metadata in. It's quite unstructured now
MessageScheduling module should get some docstrings, probably rename _SchedulingMessage to _ScheduledPacket to prevent confusion with the Message class

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
