Tracipy becomes the main codebase for further work

Details

After three days of prototyping, we decided to continue working on tracipy, a python implementation using just the traci module to communicate with SUMO.

Further work should be done as discussed using the GitHub Flow

Merging

We already discussed this, so I am merging the branch straight away without approval, however further merges should be merged with at least one further contributor reviewing and approving the code.
