WIP: Feature: extent some functionality to dune-functions powerBases

Some assemblers can now be used with dune-functions powerBasis. Before, this was only possible with scalar basis types. In case of a scalar basis, the result is completely unchanged. In most cases the if constexpr is used to choose the right method in compile time.
