Implement exception "handling" or more like "printing"

implements exceptions and default handlers for portuc and pi-pico. The ones for pi-pico don't really work as the return mechanism is pretty garbage right now. We probably will have to write some assembly for proper handling.

Closes #2 (closed) and #3 (closed) and in a bad way #1 (closed)
