This commit moves the ompi/mca/io/romio321/romio directory to 3rd-party/romio321. The code is imported into Open MPI from MPICH and is periodically updated. Open MPI does not ever intend to work with a pre-installed version. All the configury has been updated to point to the new location and hooks have been added to process the subdir during autogen.
